Homosexual acts are forbidden according to the historical forms of all three '-biblically related-'  religions, (for lack of a better word).  On these sites one can learn more information on the causes of homosexual feelings and ways of recovering from them.  A discussion of whether or not such acts or feelings are morally wrong is another discussion.  This website assumes an unchanging moral standard, specifically - the "Torah ['Law'] of Moses."

Lesbian relations are prohibited to Jews.  It is described as one of the abominations of Egypt.  Nonetheless, a woman who does such is liable only for lashes.  Lesbian relations are not prohibited to non-Jewish women; Neither are such relations praiseworthy, however.  As already stated, the Almighty describes it as an abomination.  It is certainly not His Will nor His delight for such things to be done.  Keeping in mind the great distinction between the two, the fact that lesbianism is not prohibited to non-Jews is comparable to how divorce is not prohibited to Jews.  Neither of these actions are His delight, but both are permitted.
 
Homosexual intercourse, on the other hand, is completely forbidden to Jewish men as well as completely prohibited to non-Jewish men, all of whom are obligated to uphold the 7 Laws of Noah.  One who does so is liable for death, whether a Jew or one obligated in the 7 Laws of Noah.  This is only in reference to actual anal intercourse between two men.  Any other homosexual act between two men which does not involve anal intercourse does not carry a death penalty; But Jewish men are forbidden from even giving the appearance of such a transgression, or drawing near to forbidden sexual relations.  One who is not a Jew is not prohibited from homosexual acts which do not involve anal intercourse with another man (such as sensual kissing, etc..), and there is no punishment for such acts stipulated by the 7 Laws of Noah.  However, like lesbianism, this too reflects an unhealthy psychological state and is not a praiseworthy act.  A person who is known to do such things is certain to be suspected of transgressing the prohibition against homosexual intercourse.  A person should strive to live his life in a way which will reflect positively on the keeping of the 7 Laws of Noah, so as to motivate others to begin observing these 7 Laws as well.  It is only logical that one should stay away from things which will be perceived negatively by society.  It seems to me that to do otherwise is the opposite of fulfilling the commandment to establish a judicial system which will uphold and enforce the 7 Laws of Noah.

Whether or not homosexual feelings can be adjusted or changed completely, there is no excuse for acting out such desires that are prohibited by the 7 Laws of Noah.  It makes no difference whether a person is "born that way" due to hormones or DNA or whatever else.  It is known with certainty that many people are born addicted to drugs, due to their mother's usage while pregnant.  This is no excuse to such children to grow up to be drug dealers or junkies.  It is widely accepted that many individuals are born with a genetic predisposition to anger or alcoholism.  These are not excuses for murder or a life of drunkenness and domestic violence.  However a person is born, and however a person's emotions stir in him, it is his responsibility to make sure that he is master over his inclinations, and that they are not master over him.  This does not mean the individual will never struggle within himself or that he will never be required to put himself into uncomfortable situations in order to avoid acting out his feelings, whether it's counseling for an anger problem or AA for alcoholism.  A person should take pride in the fact that he is controlling his life.  What is a shame is when people do not fight the currents of life and simply allow their feelings to carry them away so as to live in a fantasy world instead of reality.  This only leads to their destruction and the destruction of others.  There is no command which states "never have evil inclinations."  There are only commands which prohibit us from bringing them to fruition.  To abstain from meditating on the desires of the inclination within one's mind is one of the key ways to prevent the desire from being born into action.
